I mentioned in another topic that Mae Sot had just experienced its first positive case of covid-19 and that the guy arrived by coach. That turned out to be incorrect and now has a direct relevence to Pattaya.

The guy flew into Suvarnabhumi on the 17th March. He is a Pakistan national but works on the river up here on the Thai/Burma border.

He then spent 17 - 20 in Pattaya and was supposed to self isolate but he apparently ignored that instruction having met up with his girl friend who is a teacher here in Mae Sot. Having found most of Pattaya closed they decided to take a Nok Air flight from Don Mueang to Mae Sot on the 20th but must have already started to feel unwell.

On the 21st March he went to a private hospital but they did not have the facility to test him other than to agree he had a fever. I think they kept him in on the 21st and sent him the next day to the Government Hospital where they test came up positive. They are waiting for the result of the test on his girlfriend.

They are trying to trace the other passengers on the flight.

This would have been Pattaya's first case if he had not taken the Nok Air flight. In three days he must have been a risk to people in Pattaya and maybe confirmed cases will follow in the days ahead from this source.

Like many people, I was hoping that the virus wouldn't like the heat and humidity here, and its early behaviour (given how ropy the official statistics probably are) seemed to support that idea. The hundreds of new cases in recent days certainly don't support it. So does the tropical climate have any beneficial effect, or are we doomed to go down the Lombardy path?

This is the most comprehensive review of the matter I've seen so far, and it's not bad news. The heat and humidity won't stop the virus in its tracks, but they do appear to significantly reduce the effectiveness of transmission. If combined with a proper lockdown (the Imperial College study showed that social distancing alone is probably not adequate) then this effect may be enough to prevent the worst from happening.

Rising temperatures and humidity levels will likely slow the spread of coronavirus around the globe, a new study suggests - but changing weather can't stop the disease alone. 

As the weather grew warmer and more humid in 100 Chinese cities researchers at Beihang University and Tsinghua University found that the transmission rate of COVID-19 fell. 

'High temperature and high relative humidity significantly reduce the transmission of COVID-1, the study authors wrote. 

President Donald Trump for weeks assured the American public that coronavirus, which has now infected more than 41,000 people in the US would likely fade by April because 'the heat generally speaking kills this kind of virus.' 

 

Although public health experts and the new study suggest that the virus doesn't thrive in warm temperatures, heat and humidity will only reduce the transmission rate - not stop it in its tracks.

A similar trend was seen with rising humidity, with transmission rates rarely exceeding three when humidity rose to 100% in the cities they assessed. Each blue dot signifies the average number of transmissions per infected person at a given humidity level, meaning that on days when humidity was 100%, the transmission rate hovered mostly below two per infected person

Since COVID-19 emerged in China in December, the virus has spread like wildfire to more than 350,000 people worldwide amid cold weather. 

In China, the outbreak reached its peak in February with more than 15,000 cases diagnosed in a single day. 

But it's officially spring there now, and with the departure of winter has come a precipitous fall of cases in China. 

Last week, China reported no new cases of coronavirus from local transmission - an encouraging development, if one met by some skepticism. 

It came just before the first day of spring (which was Saturday, March 21), but also followed draconian measures that locked down tens of millions of people in Wuhan and other Chinese cities. 

Parsing out the role in weather in China's seemingly successful fight against COVID-19 from other factors is more difficult than simply looking at case numbers and temperatures. 

In an effort to do just that, the researchers at Beihang and Singhua universities assessed data on more than 100 cities in China where there were 40 or more cases of coronavirus between January 21 and January 23. 

They predict that transmission rates will fall to the rate of one person per every infected individual in areas where humidity and temperatures will rise in tandem during the spring and summer months, such as the Easter half and far West Coast of the US

They tracked the estimated number of transmissions, temperatures and humidities in those cities prior to January 24, when lockdowns went into place and Lunar New Year celebrations were cancelled. 

Using the R coefficient, a number that measures the average number of people each person with coronavirus infects, the team tracked transmission rates. 

They adjusted these numbers to account for factors that might otherwise influence the transmission rate, like how densely populated or wealthy each city was. 

After doing so, they estimated the average number of people that each person with the virus would pass it on to. 

Experts worldwide have tried to estimate the R0, or spread of the disease.

It seems to hover between 2 and 2.5, meaning that every person infected gives coronavirus to between two and two-and-a-half people. 

But that value falls as temperatures and humidity rise, according to the authors of the Chinese study, published earlier this month. 

'One degree Celsius increase in temperature and one percent increase in relative humidity lower R by 0.0383 and 0.0224, respectively.'

It's a small impact, but not one to be dismissed, according to the researchers. 

'In the early dates of the outbreaks, countries with relatively lower air temperature and lower humidity (e.g. Korea, Japan and Iran) saw severe outbreaks than warmer and more humid countries (e.g. Singapore, Malaysia and Thailand) do,' the study authors wrote.  

Scientists aren't entirely sure why so many viruses - including the broader coronavirus family to which COVID-19 belongs - fare better in colder temperatures in the environment.

But we do know that the human immune system is depressed during the winter. Colder, dryer air dries up the mucous in our noses that act as a first line of defense, and respiratory viruses typically enter through the nasal passageway. 

Certain immune cells, called phagocytes, also seem to be less active in the body at colder temperatures, meaning they're less likely to spot and kill viruses.   

By the Chinese researchers' equation, if the temperature in the US increases by 15 degrees C, or 27 degrees F, an infected person would spread coronavirus to about 0.6 fewer people. 

Coupled with social distancing, this could go a long way to reduce the virus's spread, but it's not a full stop, as some studies citing that the virus can't survive at 86 degrees F might suggest.

The only thing certain right now is they'll going to announce an emergency degree on Thursday. Everything I've read states there are no details of what that will entail. So any guesses before the announcement are just that, guesses.

The inter-provincial travel ban was announced by the PM himself. It doesn't get more official than that. A lockdown is coming.

Emergency decree coming Thursday

The government will declare an emergency and introduce new measures to combat the coronavirus disease 2019 (Covid-19) on Thursday, Prime Minister Prayut Chan-o-cha said on Tuesday.

In his live televised announcement at Government House, Gen Prayut said new requirements to control the disease would be enforced and a committee would be formed to work them out on a daily basis.

"Requirements will be announced the day after tomorrow. They will be issued on an ongoing basis to reduce the epidemic. Some will be requests for cooperation and others will be compulsory," the prime minister said.

"Do not return to your home provinces, or you will face penalties. There will be checkpoints along the way. Please do home quarantine (at your current location). Quarantine facilities will be opened locally and also by the government." Gen Prayut said. Various places would subsequently be closed, he added.

 "Many people have been infected. There must be field hospitals and large-scale quarantine areas," the prime minister said.

Just following on from this, Thai Air have now cancelled most flights till end of May so far. 

You can get a full refund, or rebook up to April 2021 and Thai will pay the difference if more expensive, like Christmas for example.

That's the best I've seen from any airline so far. Well done Thai Air. Wish I had of booked with them, would rebook for Christmas.

Suspension of International Flights
In light of the recent developments with regards to the COVID-19 outbreak worldwide, and given the ever-changing and increasingly restrictive governmental regulations, country lockdowns, lack of demand and travel constraints for passengers, put in place to combat the spread of the virus, it has become unfeasible for THAI to plan and operate its scheduled route network.
As a consequence, THAI has had to make the difficult and unprecedented decision to temporarily suspend most of its international operations until 31st May 2020 as follows:
From 25th March 2020 suspension of flights to: Hong Kong, Taipei, Tokyo (Narita and Haneda), Osaka, Nagoya, Seoul, Phnom Penh, Vientiane, Ho Chi Minh, Hanoi, Yangon, Singapore, Jakarta, Denpasar, Kunming, Xiamen, Chengdu, Beijing, Shanghai, Guangzhou, Karachi, Kathmandu, Lahore, Dhaka, Islamabad, and Colombo. In addition, domestic flights to Chiang Mai, Phuket, and Krabi will be transferred and operated by THAI Smile.
From on 27th March 2020: Brisbane, Sydney, Melbourne, and Perth
From 1st April 2020: THAI will cancel most of its flights to Europe, including London, Frankfurt, Paris, Brussels, Copenhagen, Oslo, Moscow and Stockholm

PM to reveal today more information on emergency decree

Prime Minister Prayut Chan-o-cha on Wednesday (March 25) afternoon will give more details of the emergency decree that comes into effect on March 26, Deputy PM Wissanu Krea-ngam said.

The premier said after a Cabinet meeting on Tuesday that the government will declare a state of emergency from March 26. However the issue of ordering a curfew was not discussed in the Cabinet meeting.

Thailand's total number of Covid-19 casesrose to 934, after 107 new infections were confirmed over a 24-hour period, Dr Taweesin Visanuyothin, spokesman for the Ministry of Public Health, said on Wednesday (March 25).

Bangkok Airways facilitates passengers who wish to amend their travel plans or cancel flights as a result of the current outbreak of COVID-19, by waiving fees for rebooking, rerouting, and refunding

Rebook

Passengers are allowed to rebook for a new travelling date up to 31 March 2021 without rebooking fee/no show fee. Fare difference due to different RBD (reservation booking designator) is payable upon reissuance.

For group tickets, passengers are allowed to rebook in the same PNR (passenger name record) for a new travelling date up to 31 March 2021 without rebooking fee. Fare difference due to different RBD is payable upon reissuance.

For group deposits, the deposits shall be kept for group reservations (same PNR) with a new travelling date up to 31 March 2021.

Reroute

Passengers are allowed to reroute for a new travelling date up to 31 March 2021 without rerouting fee. The fare difference, fuel surcharges and taxes are payable on reissuing of new tickets.

Refund

All refund applications will be eligible for a full refund (no fee).

So just to confirm -

As per the State of Emergency decree announced by the Thai Prime Minister, from 26h March 2020 (00:00 Thailand time), ALL foreign nationals will be banned from entering the Kingdom of Thailand.
