As things are now, and going forward, the Junta is imposing more and more draconian rules and laws about downloading content. They are even looking at implementing a single internet gateway (like China) so that they can stop certain domains being accessed. However, there are ways and means around all those sorts of things, so you can do it. But. If you get caught doing it, because a Neighbour or ex-GF reports you to the Police, then you can easily be investigated and found guilty just based on your IP Traffic through the ISP and other ways as well - and if you cannot pay your way out of it, you will inevitably be deported (after paying a hefty fine) and never allowed back in (on the same Passport).
