If any work is carried out on anything that effects the control and handling of the aircraft it,as all work carried out,has to be countersigned by an appropriately licenced and approved engineer,then inspected and signed for by another lic & app'd engineer who has not been involved in the work.That applies to functional checks as well. Unfortunately some countries including some in EASA do not have these stipulations and/or pay scant regard to them.
