I think it's tax on interest paid to you.  You can get a Thai tax ID (fairly simple I believe) and present it to the bank to get it refunded/not charged in future.  Someone else will have to tell you how/where to get the tax ID as I've read about it but never done it.

I have Kasikornbank accounts and the interest pays biannually (June & Dec) rather than quarterly.  I get hit with that tax on the same day.

As KWA says, you can apparently get a tax id, file forms, and get it refunded.  As an US citizen I have to pay taxes to Uncle Sam anyway, so I just take a credit for foreign taxes paid on my US tax return.
