It's my Thai wife's 50th next year and I really would like to do something special for her milestone birthday. I've been milling over a few different countries but to be honest in a selfish kind of way, I would love to visit either the USA or Canada the latter where my cousin lives in Vernon. 

I've previously researched the USA but found hotel accommodation really expensive, especially I just wanted us to visit New York. 

What are the pros and cons of both countries? Which places are best to visit and stay for 3 weeks?

You could easily visit both countries during your three week visit. Given the location of Vernon, I would recommend centering your trip around the Pacific Northwest area. Find an inexpensive place to stay on either side of the border and make day trips to Vancouver, Seattle, Olympic National Park and any other area that catches your fancy. Then catch a short flight up to Vernon for a visit with your cousin.

To give you an idea on what there is to see and do, here's a few pics from when I took my two children for a vacation in the area.

I like your idea force... But I'm sure that would entail applying for 4 visas ( 2 each). 

Are they relatively straight forward to apply for? And can you pop in and out of each country whenever you want, of course within the time limits?

It's easy to get an ETA to enter Canada, don't know about the US as it's years since I did it.

I hadn't thought it from the Visa angle. As a US citizen I can cross the border at will, so can't help you with your Visa questions.
