I went into dtac today to ask about getting an international call and text package ... the person behind the counter told me to just put 004 in front of the number and calls and texts should only cost 7 baht ... 

004 44 ( uk code ) area code and number 

This is the first time I've heard this and haven't tested it out , due to call my Dad at the weekend so will try then .. my Dad hasn't got a smartphone otherwise we could use WhatsApp or similar 

can anyone confirm ?

Yes. Just used it to call a company in UK. No problems, clear line. Used it in the past, again with no issues.

No idea about texts though

I am sure it has been 004 for many years, sure I used that prefix 20 years ago, when living there.

Think I moved onto Skype and then international cards, but 7 baht a minute for a short call isn't bad.

Yes indeed it has, i used to use all the time when i first arrived here 18 years ago. 

The last few years i've been using www.mytello.com, very cheap and a good service. At 7 baht a minute DTAC is expensive if you're calling DWP or HMRC when you are put on hold for anything up to an hour :default_ermm:

I've been using 001 for years and it's fine, at least for AIS sims. I vaguely recall many years ago, possibly during the days of the Secrets forum, there was a topic on this and someone said that 009 was the cheapest option. I tried it but the reception was lousy, which might explain why it was the cheapest. I haven't called the UK via the sim card in a long time (I mostly use the 001 prefix these days to send text messages), because Skype was a cheaper option, but now they're trying to fleece users into taking out a subscription I'll either have to start using the actual phone again or else find another VOIP app.

Yup, I used to use 009 prefix to Call my parents before smart phones.

So, if I want to call a landline in the UK, do I dial 004 44 xxxxxxx?

Yes , 

I made an 8min+ call with dtac and it cost me 61 baht ... 7 baht per minute 

my roaming costs on my Jersey phone would have been about 350 Baht

Depends on your provider.  I'm with AIS and it's 003 if using one of their packages.
