This is mostly, yes than no ,clearly written in the rules.

Arbitrary is also frequent,

it can be based on different reasons,

the nationality is sometimes a cause ( if the gross of the members/moderators/owner  is from one specific nationality ).

After a " Holiday" the poster can continue to post or not,

I watched the full season and she did pretty well, but it's not the same for me without Francis

Great actor Kevin Spacey is, but without him in the serie, Robin Wright is able to show completely of what she is capable. 

Of course personal opinion.
