I agree the entertainment industry has always been a pull for those walking down the street but it is the glitzy look more than the go gos themselves as the majority of people walking down the streets are not necessarily patrons of the go gos. Increase restaurants, pubs and other family style entertainment establishments may see the street being a more attractive pull for many new and old tourists and keep the city leaders happy.
Hard to imagine hordes of Chinese tourists flocking to Walking Street to gawp at restaurants and pubs.

If you can't smoke in a restaurant because you have to remove your face mask then logically you won't be allowed to eat or drink either.
Just order your meals and drinks then the staff will throw them away for you before bringing the bill.
