    part, so maybe more than half of that [200 million] can be exported," he told VOA.

    "It's in the letter of intent that we made together with Siam Bioscience, AstraZeneca,
    SCG and Ministry of Public Health that it will be distributed within the ASEAN region,"
    he added, referring to the 10-member Association of Southeast Asian Nations.

    Nakorn said AstraZeneca has already started sharing the technology Siam Bioscience
    will need to make its vaccine and that production could begin in the second quarter of
    next year. If all goes well, he said, inoculations could start by the middle of the year.

    Because those taking AstraZeneca's vaccine will need two doses each, the 26 million
    jabs Thailand has reserved will be enough for 13 million people, about a fifth of the
    country's population. How the rest of the doses are rolled out across Southeast Asia, a
    region of over 650 million people, will be up to the British firm, said Nakorn.

    Safe to say Thailand will secure a good few more than 26 million doses for itself. This is a 2 jab vaccine right?

    If the UK was any sort of a country with a decent leader. They would ban the export of covid vaccines to any nation that bans the entrance of UK nationals. But its not, so that will never happen. 

    I think you may be forgoing the fact that this vaccine is a money making enterprise and not handed out for free lol.

    Some interesting data here. These are the age and health condition charts for people with Covid-19 in Chonburi. Only 3 have anything over very mild symptoms with no risk factor. Vast majority asymptomatic at 243, 59 have mild no risk factor symptoms. From Chonburi Public Health Department.

    If gambling weren't illegal id put my money on the 3 with more than mild symptoms being in the upper age brackets as well. I can understand the reactions on that post; is this what we're locking down the country for? 

    By the way, only 19! Positive cases in Bangkok yesterday. How on earth is that possible I wonder?

    New restrictions and rules have just been published in the Royal Gazette for the 28 provinces. There’s no ban on inter-provincial travel but there is a request for it to be avoided in the red zones. People are encouraged to work from home or reduce the number of people in the workplace.

    There is no curfew or ban on eating in restaurants. However, the power is given to provincial governors to close any risky places and to consider their own measures for each area in their province. So we could be seeing new orders coming out soon for each province. 

  5. Latest announcement on the decree to be in effect as of tomorrow; no more alcohol to be served by restaurants but they may remain open for dine-in.

    The Prime Minister issued the regulations of the Emergency Decree No. 16, using 8 measures to control COVID-19, especially in the control area of the highest 28 provinces, prohibiting the use of buildings at risk of spreading disease.  Prohibit the consumption of alcohol in the restaurant  And ask for private cooperation for employees to work at home, effective tomorrow (4 Jan)

     Today (3 Jan 2021) Government Gazette website  Published the requirements issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations, B.E. 2548, No. 16, with details that

     As announced the state of emergency in all areas throughout the Kingdom from January 26, 2020 and later extended the period of enforcement of the emergency declaration for the 8th time to 15 m.  C. 2021

     The new outbreak of COVID-19 has expanded the spread of the disease into many areas.  And the number of new confirmed cases of confirmed cases of domestic infection is increasing each day.  In addition, there is a person's journey from the situation area designated as the highest controlled area  Most of which still do not appear symptoms of the disease.  Causing germs to spread in a clump

     In addition, the competent official working to control the disease found that  Some infected people concealed their travel information, delaying the investigation process and creating a barrier to other related operations, resulting in a new wave of outbreaks.

     It is imperative the government to define and enforce measures to resolve and stop the emergency.  By virtue of Section 9 of the Emergency Decree on Public Administration in Emergencies B.E. 2548 and Section 11 of the State Administration Regulations Act B.E. 2534, the Prime Minister therefore issues the requirements and practices to all government agencies as follows:

     1. Building Ban  Or places at risk of transmission of disease  The use of buildings or locations of all types of schools and educational institutions located in the designated location area is the highest controlled area.  To organize classes, examinations, workshops, or any high-participation activity.  Except in the following cases

     (1) It is a teaching and learning  Or activities for long distance communication  Or by electronic means

     (2) It is the use of a building or a place to provide assistance, aid, fostering or support of a person.

     (3) is the organization of official activities  Or activities for public benefit  With permission from the Governor of Bangkok  Or the governor

     (4) Being a small school or educational institution with the number of students not exceeding 120 people including the school, or being a border patrol police school.

     2. Prohibition of activities that risk transmission of disease.  It is forbidden to organize activities in the situation area designated as the most controlled area.  It has a large number of participants and has easy contact with each other such as meetings, seminars, catering, food distribution.  Or other things, unless it is performed by a competent official  Or authorized by the competent official  Or an activity in an area designated as a quarantine facility with public health measures

     For the Governor of Bangkok  With recommendations of the Bangkok Communicable Disease Committee  Or the governor  With recommendation of the Provincial Communicable Disease Committee  To determine the rules for consideration of permission of the competent official to be suitable for the situation in each area.

     3. Closing of locations at risk of transmission of disease.  For the Governor of Bangkok  Or the governor  By virtue of the law on communicable diseases to consider ordering the closure of the place of service  Establishments similar to service establishments, pubs, karaoke bars located in the situation designated as the highest regulated area.

     4. Operating Conditions  In the situation area designated as the most controlled area for the place, business or activity  The following can be operated under the conditions, time and organization of various regulations.

     (1) Food distribution  Or drinks  To organize access to the service  The number of people sitting in the store  The establishment of the site according to the practice and preventive measures  It may be the nature of bringing back for consumption elsewhere.  By allowing the COVID-19 Situation Management Center  Ministry of Interior and the Emergency Operations Center for Medicine and Public Health  Jointly consider, assess, formulate and supervise the implementation of the aforementioned practices and measures of each provincial area

     (2) sale of liquor  For shops, buildings or places that sell liquor  The consumption of liquor and alcoholic beverages is prohibited in the store.

     (3) Department Store, Shopping Center, Community Mall  Exhibition center, convention center or exhibition venue  Convenience store  Supermarket  Or other similar establishments  To be opened at the normal time of that place under strict preventive measures prescribed by the government.

     5. Measures appropriate to the situation in the area.  To prevent, suppress, and inhibit the transmission of disease according to the situation of each area situation.  Governor of Bangkok  Or the governor  May consider taking action under the Communicable Disease Act to order the closure, limit or prohibition the operation of the area, place or vehicle, or order the suspension of other activities in the area of responsibility which is at risk of disease outbreak in addition to  Configurable  By implementing measures  Or guidelines according to the requirements (No. 15)

     6. Screening for cross-provincial travel  The competent official shall inspect and screen the traveling by using the transport routes across the provincial area.  In particular, the travel of the person from the situation area designated as the highest control area,  B.E.  By considering the suitability of each area  And must not cause undue trouble to the public

     People shall refrain from or postpone their journey across the provincial area, unless there is a necessity that shows reasons and evidence to the competent official.  Including being screened and required to comply with governmental disease prevention measures  This may make it inconvenient to travel and make the trip longer than usual.

     7. Ask for cooperation for private entrepreneurs to consider operating patterns during this period.  This could be off-site work or alternating days, or time-lapse.  To reduce the number of operators and the amount of travel  Which is a measure to reduce the risk of infection

     8. The Ad Hoc Committee shall consider loosening the enforcement of measures to prevent and stop the spread of Coronavirus 2019 (COVID-19) to review, screen, and propose to the Prime Minister.  To consider allowing relaxation  Or tighten measures applicable to additional places, businesses or activities to suit the situation as deemed appropriate

     Effective from 4 January 2021 at 6:00 AM onwards.

    Are restaurants allowed to open with outdoor seating.  Issue in UK right now is nobody wants to sit outside and freeze their crown jewels off but Thailand is lovely at night so wouldn't outdoor service be acceptable with distancing etc.

    Of course there is still a chance of the virus being caught in any outdoor situation but is it a blanket coverage of restaurants both indoor and outdoor.

    Yes outdoor as well as indoor currently. I prefer to stay outdoors for obvious reasons.

    Really hope it stays this way. 

    We were down the beach by Na Jomtien today and enjoyed a few drinks and a bite to eat in a restaurant on a beautiful sunny afternoon. 

    Would hate to see such places having to close while the risk of spreading the virus is minimal and they won't be able to compensate through delivery like others might.

Based on that I was prepared to agree with the Restaurants Assoc position that restaurants are not Covid hotspots, that was until a quick search found these articles that would indicate the opposite.

    I think their point was that the latest outbreak is largely due to the trafficking of migrants and illegal casinos. 

    Of course there is a risk of further spreading in restaurants and granted there's no such thing as complete safety, but closing restaurants will definitely be the death to many small businesses who won't be able to survive a 2nd lockdown so there's an economical risk to consider too. 

    I personally prefer restaurants to stay open and will continue to visit following all necessary protocols and social distancing.

  9. The Thai Restaurants Association has fiercely opposed the Bangkok Metropolitan Administration (BMA)'s proposal to limit eateries to selling only takeaway orders and ban sit-in meals to prevent spreading Covid-19.

    In the letter to Prime Minister Prayut Chan-o-cha and the Centre for Covid-19 Situation Administration (CCSA), the association said the idea announced by the BMA last week is unfair and detrimental to the ailing economy.

    The letter said: "The second wave of Covid-19 is not related to the eatery sector at all. The real culprit is illegal businesses."

    The letter was signed by Thai Restaurants Association president Thaniwan Kulmongkol.

    Depend upon yourself ... if not .. nothing or anyone will help you .. that is a fact - especially the government .... !

    The governments across the world together with the media are responsible for the fear mongering. 

    Covid could be rife all across Thailand including the beautiful south. 

    As long as people are coping with it there's no need for a lockdown or mass testing imo.

    1) the amount of people in hospital and deaths has always been low comparatively to the rest of the world as well, and remains low. The virus has been around for at least a month now and still only 3 additional deaths. While more testing probably would have resulted in more positive tests, the tests themselves shouldn't be a goal themselves in my view. Test when testing is deemed necessary which it wasn't for a long time. 

    2) the check points presumably are to a) discourage people from unnecessary travel and b) catch people illegally trafficking migrant workers. 

    I believe the Thai authorities are genuinely doing what they can, calling on people to use common sense and hoping/praying this doesn't escalate any further. 

    Mass testing would almost certainly result in more positive cases, but not necessarily more people seriously ill or even deaths, while it would instantly trigger a complete lockdown.
