Thank @tommy dee, pretty much spot on.  I doubt if the owners receive any public funding and visitor numbers are low.  I saw only two couples there during my afternoon visit.  There are maintenance staff, however I would think the task is similar to one painter painting the transporter bridge at Middlesborough.  Admission is 300 baht per person.

I've been there several times over the years, last early in 2017 with my Vietnamese wife (who already knew it from a previous visit), our two sons and her parents.
