im a new bee in the portal, trying to familiarize with its content.  

noticed, many topics when clicked reports "Contents unavailable, check later".  kinda confused if this is due to any err at my end or it the portal.

One guess is you're seeing links in posts under General Topics that link to posts in the Advanced section. The linked topic below explains the criteria for the different levels.
