I've been to Bangsaray a couple of times. As mentioned it can get fairly busy and many roads are narrow.

Last time we went to a beachside restaurant called Manga & Hubba

Apart from this photo near the beach (sand up here but it is a drop down to the sea) there is also a nice covered restaurant. 

No parking so you drive to their nearby carpark and get a shuttle trike to and from the restaurant.

no idea what the nearby hotels and resorts are like.

Only been a couple of times and only to eat at a fantastic restaurant which extends into a pier overlooking the sea and sunset. Can't remember the name, but the food and atmosphere was lovely. Mainly middle class Thais were in  there from my observation.

EDIT: Hopefully it won't be too difficult to get a taxi/bolt down there.

A Bolt ride should be doable. I would guess about 500 each way.

Yep. It's like an ongoing trip through Pattaya. And then you get there, you look around a little, then ask youself - 'What am I doing here ?". Then have lunch or something. Call Bolt and head back to home again.
