Air Mobility Command

No idea whatsoever, but I do know that Lelystad (EHLE) is a very small airport with a pretty long runway. The airport was expanded a couple of years ago to serve as an overflow for Schiphol (Amsterdam Airport, EHAM). Due to environmental reasons and because of protests by people below the flight paths from and to Lelystad, the permits were never issued so it is only used for small general aviation (and emergencies).

NB: The protest by the people below the flight paths were completely legitimate as those flight paths would be extremely low to avoid interference with the flight paths from and to Schiphol, made even worse by the proximity to some restricted military air space.
