1 It is an advertisement for Sanctuary of Truth.

2 It is located well above sea level.

3 It is at another well known and popular tourist venue in Pattaya.

4 There is a radio station on the same site.

5 At the same locus there is a structure for letting of crackers.

OK, that sounds like it's up that big hill with the statue of that naval bloke with the fancy hat.

It was the style of carving that originally gave me a clue.
