If they meet that deadline, published end of September, it would be the first time I've ever seen a public works project deadline met. With the entire month of November still to come, they just might make it. The barges where the firework display will take place. You may well of noticed too, that many vehicles, motorbikes, cars and pick-ups have a numberplate where you can barely see the characters.
