Surprises me too. I'd go as far as to say those beer bars were among the busiest in Pattaya. They had customers from among 9-10 a.m. until very late, may be even open 24/7. That could very well be the reason. On the other hand, I'm not sure an upgrade would improve business for what's already a popular group of bars.
