It exempted 'restaurants' on the conditions such as adequate spacing, sanitising etc. These places aren't restaurants they are bars that sell food masquerading as restaurants and many of them were only selling alcohol really. It is taking the piss. The Thai govt has put in place a law to protect the people in the country and foreigners should obey that law.

Nothing in @KWA's post indicated the restaurant he mentioned wasn't maintaining adequate spacing or sanitation protocols.

I understand where you're coming from, but I think this post would have been a better one to quote to make your point.

They were all at it last night. Pretending to be restaurants and packed to the gills. Scumbags.

Yes.

I know I bird that couldn't get a bus back to buriram for 3 days as they are all fully booked.

Thais aren't testing people unless they present at a hospital for a test.

3 provinces in issaan now on lockdown.  and why would thais test unless in an hospital?  same in the UK.    you have to be referred for the testing and not all UK hospitals can test yet.

here you see a quack and if a thai is thought to maybe have it the test is free.  totally free, same for expats who apy tax and ss.  if you just walk in and ask for a test, tere is of course a charge or people would self test weekly.

South Korea tested everyone and anyone, contact tracing and isolation. The UK has it wrong. The south koreans are getting it under control.

Excerpts from a Bangkok Post article.  My highlight:

Tourism minister to seek reprieve for overstayers
PUBLISHED : 19 MAR 2020 AT 06:20

The Tourism Ministry will seek a reprieve for some 500,000 tourists who will end up overstaying their visa now that countries in Europe have started sealing their borders to deal with Covid-19.

"Most of the remaining tourists are long-stay elderly travellers from Germany, Italy and Russia who spend their winters here. They came to Thailand before the virus hit their hometowns and decided not to return home. They fear not receiving sufficient healthcare [upon returning home during such dire circumstances]," said Tourism and Sports Minister Phiphat Ratchakitprakarn.

...

Mr Phiphat told the Bangkok Post that he is going to discuss the matter with the Interior Ministry and Immigration Bureau, as this problem comes under their jurisdiction.

He plans to seek a temporary reprieve for these tourists as well as visa extensions for those whose countries have been affected. He will also ask the authorities to not have overstayers blacklisted.

Laos to suspend all issuance of tourist visas.

Visa Restrictions from 20 March 2020 - 20 April 2020
The Ministry of Foreign Affairs of the Lao People’s Democratic Republic presents its compliments to all Diplomatic Missions and International Organizations accredited to the Lao PDR and has the honour to inform the latter that in response to the latest developments in the COVID-19 outbreak around the world, the Lao PDR will further implement the visa measures, beyond those already in place, to reduce the risk of importation of the virus to the Lao PDR as follows:

  • Suspend issuing Tourist Visa at Lao Diplomatic Mission Overseas

Issue visas for visitors who intended to visit the Lao PDR with non tourist purposes only. Visitors will have to submit requisite information on their health and related documents to the Lao diplomatic missions in the country they are resident for approval before the intended date of travel.

Visitors who arrive in the Lao PDR without the necessary approval will be denied entry into the country. Application form on health declaration will be available on the official website of the Ministry of Foreign Affairs“ ”

The above mentioned measures will enter into force from 00 hour of 20th March 2020, PM to 00 hour of 20th April 2020, PM.

The Ministry of Foreign Affairs of the Lao People’s Democratic Republic avails itself of this opportunity to renew to all Diplomatic Missions and International Organizations accredited to the Lao PDR in Vientiane the assurances of its highest consideration.

This is the definition of optimism (from the Bangkok Post) :

Tourism Ministry hopes for post-virus bounce

The Tourism and Sports Ministry is expecting 36.9 million foreign tourists to visit Thailand this year if the Covid-19 outbreak grinds to a halt by next month.

However, if the spread of the new coronavirus continues, it will be a "big issue" and deepen fears not only in terms of public health but also of the tremendous loss of tourism revenue, Tourism and Sports Minister Phiphat Ratchakitprakarn said yesterday as he prayed for the end of the current global pandemic as declared by the World Health Organization.

The economy depends on tourism which contributes about 20% of GDP.

These instructions from various official sources about travellers having to show insurance and medical forms before they are allowed on flights are all bluster until such time as the requirements are actually put on airlines to enforce, and this hasn't happened yet

They should think of the logistics, knock on effects and consequences before they issue impractical knee jerk statements of what's going to happen.

If there is a shortage of test resources it would be silly to use them to test folk wanting to go on holiday rather than those suspected if actually having the virus.

The Civil Aviation Authority of Thailand (CAAT) has announced new regulations for entering Thailand by air will take effect at midnight between Saturday, March 21, and Sunday, March 22.  Link.

CAAT-3.JPG

You can download the revised rules here.

Basically, all foreigners will have to show a health certificate and travel insurance coverage before they will be allowed to board a flight to Thailand.  The previous rules about different requirements depending on whether you boarded the plane in a "Disease Infected Zone;"  an area with "ongoing local transmission;"  or another country/area, no longer apply.
The text of the relevant section (my highlights):

"3. Air operators providing services to passengers traveling to the Kingdom of Thailand are required to perform the following screening of passengers at the time of check-in:

(1) Check passengers’ health certificate certifying that the passengers pose no risk of being infected by the Coronavirus Disease (COVID–19). The health certificate must be issued no more than 72 hours prior to the date of travel.

(2) Check passengers’ insurance policy that shows minimum medical coverage in Thailand of Coronavirus Disease (COVID-19), in the amount not less than 100,000 USD."

The revised CAAT rules do not go into detail about the health certificate that a passenger to Thailand must obtain. No mention is made of a test; the four-page document does not include the word "test."  The revision is still ambiguous regarding the  health-certificate  requirement.

This is a copy of the first two pages of the revised rules:

This now appears on the IATA site, although is not effective yet.  Starts at midnight tonight local check in time, not Thailand time as stated in the notice.

BKK all malls to shuit from tomorrow, all shops excluding food stores, restaurants and pharmacies..  all to close

FYI.. the reason restaurants is left on the list all the time ISnt what many think.  its a translation from "place to eat"  for the thais, so runs from the ritz to the tin shack with 6 stools.

What about a few mats on the pavement and a food cart?
